Commissioners hear complaint about stone road in Madison Township

A plea for help with a heavily-traveled and dusty county road was met with sympathy — but no answers — from Jay County Commissioners.

Mike Roysden, whose home is located only about 40 feet from county road 400 East in northwestern Madison Township, asked the commissioners this morning for assistance in solving what he said is an almost unbearable dust problem.

He paid to have calcium chloride applied on the road for the entire length of his property as a dust control agent, but that dust control has not been effective since sometime in August, said Roysden, whose home is located between county roads 400 South and 300 South.

Commissioners Milo Miller Jr., Gary Theurer and Mike Leonhard told Roysden his request for help would be forwarded to the Jay County Road Committee and the county highway department for consideration.

Roysden said that heavy traffic in general — but especially semi-tractor trailers — stir up a tremendous amount of dust.

“They go 50 and 60 mph on a gravel road, which is ridiculous ... I would think I live on a highway out there,” Roysden said.

He asked if options such as chip-and-sealing just the stretch of road in front of his property was available.

The commissioners said that private parties can pay for chip-and-sealing county roads, but only from intersection to intersection. In Roysden’s case, that would be one mile, from county road 300 South to county road 400 South. That cost would likely be more than $18,000.

Theurer said that “we just can’t come up with enough money to pave all of the (county’s stone roads).”

Miller asked Roysden to have patience, but acknowledged that might not be easy.

“I know patience is getting pretty thin when you’re out there eating dust,” Miller said.

Miller said that most of the county’s maintenance funds are eaten up by maintaining the county’s paved and chip-and-seal roads. Of the 700 miles of county road, approximately 250 are a stone surface.

Also this morning, the commissioners asked John Knipp from the Jay County office of the Purdue Cooperative Extension Service to research a request by the city of Portland.

Officials from Portland recently asked Miller if the city could use county-owned farmland as a place to spread sludge from the city’s wastewater treatment plant. That sludge has been dumped for several years at Portland Industrial Park.

A report provided by the city listed the content of the sludge — including lead and copper. Knipp was given a copy of the report and was going to do further research.[[In-content Ad]]
