No comment on school budget (08/26/2008)

A 2009 Jay Schools budget topping $37.2 million brought no comment from taxpayers at a public hearing Monday night during a meeting of the Jay School Board.

The budget, which is set for adoption on Sept. 22, calls for a general fund of $26,965,279, a debt service fund of $2,968,381, a retirement/severance bond debt service fund of $770,172, a capital projects fund of $3,994,230, a transportation fund of $2,148,700, a bus replacement fund of $170,000, and a special education pre-school fund of $250,579.

Superintendent Tim Long told the board the start of the new school year had gone remarkably well.

"This really went very smoothly," said Long. "Our transitions were very smooth."

Preliminary enrollment figures indicate the student population is down by about 55, but the exact number is expected to change over the next few weeks.

The goal at this point is to boost the percentage of Jay County students performing well on the state's ISTEP test.

"That's our focus the first 20 days of school," assistant superintendent Wood Barwick said.

"Most of our construction projects are winding to a close," said Long. He noted that heating, air conditioning, and ventilation work at Bloomfield Elementary School is near completion, roof work at West Jay Middle School is done, and the first phase of new walls and carpeting to transform the open concept area of East Elementary School has taken shape.

"It's going to turn out really well," said board member Jay Halstead of the East project. "It looks nice, and it's way over due."

Work is continuing, meanwhile, on the new auxiliary gym/multipurpose facility at Jay County High School. Completion is expected in mid to late November.

"They'll start pouring concrete, I'd say, by the end of this week," said Long.

At Long's recommendation, the board authorized applying for $100 per student loans from the state's common school fund. If approved, the loans would be used for technology and other capital improvements and would be repaid through the debt service fund in the following year's budget.

Business manager Brad DeRome said he is continuing to monitor fund balances closely because of delays in the tax draw due to reassessment. The school corporation did receive an early tax draw of $1.5 million thanks to property taxpayers who did not wait to receive their tax bills.

In other business:

•Long reported that the Character Counts program is entering its second year.

•Transportation director Teresa Myers reported that Jay Schools buses traveled 33,054 miles providing summer school transportation this year. The average cost was $5.55 per student per day.

•Barwick noted that the mentoring program for beginning teachers and administrators was continuing to go well. "This is a great program. Each of our beginning teachers has a mentor," said Barwick. "We hire good teachers and I believe we make them better." Board member Larry Paxson, a former teacher and administrator, noted the program also has a positive impact on the veteran teachers who act as mentors.

•The board approved the hiring of Pamela Tebbe as a computer instructional assistant at Bloomfield and East, Kelly Bricker as a computer instructional assistant at Judge Haynes and General Shanks elementaries, Brenda Barcus as a computer instructional assistant at Pennville, Westlawn, and Redkey elementaries, Kim Shannon as an instructional assistant in adult education at John Jay Center for Learning, Ted Habegger as interim athletic director at JCHS, Bev Arnold as interim assistant athletic director at JCHS, Christie Sommers as a physical education and health teacher at JCHS, Julie Lynn Gregg as a fourth grade teacher at General Shanks, Leslie Goettemoeller as a fifth grade teacher at Bloomfield, Misty Alsip as a special education life skills instructional assistant at Redkey, Kiera Zerrer as a speech and language pathologist at Bloomfield and Pennville, Kathryn Craig as a librarian at East and Bloomfield, Tonya (Chambers) Fennig as a bus driver, Mitchell Corwin as a bus driver, Marvin Starr as a bus driver, Sharon Pyle as a bus driver, John Reitz as a bus driver and Bonnie Foreman as a bus aide.

The board also approved hiring Sarah Holmes as a physical therapist, Dr. Ruth Jones as program supervisor for special education, Rhonda Short as a special education instructional assistant at JCHS, Linda Muhlenkamp as a Title I instructional assistant at Bloomfield, and Clara Shaw as a special education instructional assistant at Westlawn.

•The board accepted the resignations of Joyce Horn as a fourth grade teacher at Bloomfield, Amy McIlwain as an English as a second language instructional assistant at Judge Haynes, Janice Sackenheim as an instructional assistant in adult education at John Jay, and Tamara Solether as a special education instructional assistant at JCHS.

•The board approved a leave of absence for Bethany Johnson, a fifth grade teacher at Westlawn.

•The board accepted the extra-curricular resignations of Eric Hemmelgarn as boys' basketball coach at East, Kay LeMaster as sponsor of Y-Teens and the senior class at JCHS, and Kim Bye as assistant cross country coach at East Jay Middle School.

•The board approved extra-curricular assignments for Violet Current as eighth grade head volleyball coach at West Jay, Gary LeMaster as seventh grade head volleyball coach at West Jay, Ben Dues as senior class sponsor at JCHS, Tammy Velasco as Just Say No Club sponsor at East Jay, Amy Bergman as assistant cross country coach at East Jay, Sarah Wenk as sixth grade volleyball coach at East Jay, Tony Minch as volunteer assistant football coach at JCHS, Tracy Muhlenkamp as assistant girls' soccer coach at JCHS, Ron Homan as boys' and girls' basketball coach at Bloomfield, Giles Laux as intramural sports coach at Bloomfield, Heather Isenhart as Earth Watch Club sponsor at JCHS, Krista Muhlenkamp as Y-Teens sponsor at JCHS, Holly Long as cheerleading coach at Westlawn, Joella Rinker as girls' basketball coach at Westlawn, Adam Faulkner as Just Say No Club sponsor and boys' basketball coach at Westlawn, Carol Bantz as yearbook sponsor at Westlawn, Paul Scott as seventh grade assistant football coach at West Jay, Adam Norris as assistant cross country coach at West Jay, Matt Slavik as interim girls' swim coach at JCHS, Rita Bollenbacher as athletic trainer at JCHS, Ed Paxson as co-sponsor of FFA at JCHS, and Brittany Bridges as co-sponsor of FFA at JCHS.[[In-content Ad]]
