Park bond OK'd

A resolution to bond for a park project in the city of Portland has been given the thumbs up.

On Wednesday, members of the Portland Park Board adopted the resolution to bond up to $1,975,000 for phase IV of Hudson Family Park.

Sue Beesley of Bingham McHale, said the maximum interest rate on the bonds would be 7 percent, but she expects them to come in lower.

In approving the resolution, the board gave Portland Mayor Bruce Hosier and city clerk-treasurer Randy Geesaman permission to sign any documents related to the bonding.

The city can only bond for the cost of the project. Bid letting for the project is expected to begin soon. The most recent cost estimate for the project was about $1.4 million.

The next step in the bonding process is for the notice of intent to issue bonds to be published in the newspaper.

Also Wednesday, the board voted Wednesday to add dog waste receptacles to Hudson Family Park and Haynes Park. The containers will include bags to pick up the waste.

Two receptacles will be located near the river path, which runs from Meridian Street to Hudson Family Park, one will be in the park and two will be at Haynes Park.

Total cost for the containers is $1,600.

Jeff Harker, street and park department superintendent, previously told board members that he has received complaints about dog waste in Haynes Park.

Harker recommended that board members make some sort of ordinance requiring people to pick up their dog's waste. "You need an ordinance with a little bit of bite to it," he said.

In a related matter, board member Shauna Runkle said she has received complaints about motorized vehicles driving on the river path, which is prohibited.

Harker said citizens should call the police if they witness such acts.

In other business, park board member Rod Ashman asked about the sustainability of the city's pool.

Harker said the pool's skimmer is leaking, and that the pool has been patched, painted and filled. He said he expects the pool to not need any more extensive maintenance through this summer season.[[In-content Ad]]
