Park work to proceed

Contract approved for pond, parking

Although city officials haven't quite decided how to fund the next phase of Hudson Family Park, a contract for the work was awarded this morning.

The $521,565.72 contract with Fleming Excavating, Berne, will pay for construction of a parking lot, trails, an amphitheater and pond at the park near the Salamonie River on Portland's east side.

The total amount being paid to Fleming includes a base bid of $398,164.57, with an additional $123,401.15 for the paving of the parking lot and trails.

Portland Board of Works members Bill Gibson and Bob McCreery voted to approve the contract this morning.

Mayor Bruce Hosier, also a member of the board, currently is visiting China and Japan in hopes of bringing jobs to Jay County.

Before voting, McCreery and Gibson said they weren't sure if the city had enough funds to pay for both the base bid and the paving. McCreery asked Doug Bergdall, estimator for Fleming, if the excavation work could be done this year, and the paving next year.

Bergdall said that option may be a possibility, but he would have to talk to LICA, which would be doing the paving.

"I'm sure it would be nice to have the asphalt, but we've got a lot of irons in the fire," McCreery said, adding that he was concerned about funds for the upcoming Steen Addition and Lafayette Street extension projects.

Gibson said the city received a grant to cover most of the work for Lafayette Street.

The city also is attempting to get a grant from the Indiana Office of Community and Rural Affairs for storm and sanitary sewer separation work at the Steen Addition.

After hearing this, McCreery and Gibson decided that the city might be able to afford the paving at Hudson Family Park.

Following today's meeting, Portland Clerk-Treasurer Randy Geesaman said city officials are still trying to figure out how to fund phase III. He said there is $472,000 in cumulative capital funds available for the project, and the rest could come from Portland Economic Development Income Tax funds. He said the city has not yet asked for EDIT money, and Hosier will make the decision next week when he returns from his trip overseas.

Another company, RCM Excavating, Gaston, withdrew its bid because of an error of calculations. Its totals included a base bid of $399,366 and an alternate for paving of $54,701.

Nola Albrecht, landscape architect for The Schneider Corporation, explained to board members today about the errors made by RCM.

The work on the next phase of the park project is scheduled to begin Sept. 21. Bergdall said the company should be able to meet the deadline and finish most of the work this fall. The seeding will have to be done in the spring, he said.[[In-content Ad]]
