Phillips out of Redkey race (03/01/07)

A petition filed by James Clayton Phillips to run for a seat on the Redkey Town Council was today disqualified by the Jay County Election Board.

Phillips, who filed to run for one of three open seats on the council, was challenged Monday by current town council member, Dortha Quakenbush, who claimed Phillips "is not living at the given address, therefore is not a resident of the town of Redkey."

It was the second time in as many years that Phillips had sought a seat and was challenged by Quakenbush.

"It's nothing against you personally," Jay County Election Board chairman, Jane Ann Runyon told Phillips following the vote. "But we have to follow the law and you were not living at that address when you filed."

The three member board including Runyon, Carmen Craig, Tim Southworth, chairman of the Jay County Democratic party, voted unanimously to turn down the petition.

Runyon questioned Phillips about changing voter registration addresses three times in the last years, and he explained at length why he currently lists his address as 120 1/2 W. High St.

He told the board since leaving 5385 South 1000 West, where he lived until a few months ago, he has been staying with his parents at 605 W. Main St. and has been trying to fix up the place he will call his residence.

"Where do you get your mail?" Runyon asked.

"P.O. Box 337," Phillips answered.

"Where do you lay your head at night?" she asked.

"Wherever I want to," Phillips said.

Redkey resident Gerald Kirby addressed the board.

"I think Clayton is a fine young man," Kirby said, "but at the time of his declaration, that (120 1/2 W. high St.) was not his address."

Runyon encouraged Phillips to "get his life in order, move to that address and in two years, file to run again."[[In-content Ad]]
