Redkey town hall is closed (01/07/08)

REDKEY - Town hall will be closed this week for repair of the furnace and flue that have been leaking carbon monoxide into the building, town officials report.

Redkey town council president Doug Stanley said this morning that high levels of carbon monoxide were measured in the building Saturday morning. Town officials turned off the heating system prior to a council meeting and had hoped to open the building using space heaters this morning.

Those plans changed when the town's clerk began experiencing a headache shortly after arriving for work this morning.

Stanley said today that there was a combination of problems and repairs were needed for the flue and furnace.

Dean Wilson of Wilson's Heating and Cooling of Dunkirk has been contacted to make the repairs, Stanley said, adding that Wilson plans to start the repair work on Tuesday. Wilson inspected the heating system Saturday morning.

Stanley said he has been told the repairs should be completed by the end of the week, so the town hall can reopen Monday, Jan. 14.

Today, Stanley said, "We're still experiencing high levels of carbon monoxide."

Clerk-Treasurer Sandy Kirby reported a headache just 10 minutes after arriving for work today. A headache is a primary symptom of carbon monoxide poisoning.

Stanley said that some town employees had been complaining about headaches and eye irritation prior to Saturday morning, when elevated carabon monoxide levels were found due to a malfunctioning furnace and flue.

The year got off to a chilly start Saturday for Redkey council members, as the first meeting of 2008 was held in unheated conditions.

After morning testing showed elevated CO levels, the decision was then made to hold Saturday's 2 p.m. meeting in town hall, but turn down the thermostat so the furnace blower would not operate.

Redkey Fire Chief Randy Young said that carbon monoxide levels should be less than 19 parts per million for a building to be safely occupied.

Stanley said on Saturday morning readings of more than 200 parts per million were found in the furnace room and 50 parts per million in other areas of the building.

No additional tests were done prior to the council meeting.

A full council was present for Saturday's hour-long meeting. Most town officials wore their coats throughout the entire session.

Among the business items handled, Stanley was re-elected to serve another year as council president, and Dottie Quakenbush was elected council vice president.

Council departmental appointments, as recommended by Stanley, included: parks department, Charles Noble; fire department, Quakenbush; and police department, Stanley. These are the same as last year's appointments.

New council member Terri Taylor was assigned to oversee the street department, and the other new council member, Phil Philebaum, was appointed to be in charge of the water and sewer utilities departments. Also Stanley proposed that Philebaum and Taylor work together on these assignments as the town employees in these areas have overlapping duties.

Next the council approved first reading of the 2008 salary ordinance, calling for annual pay of $1,200 a year for each council member; $24,844 for the clerk-treasurer; $29,332 for the town marshal; $26,638 for each of the two deputy marshals; $26,758 for the street-maintenance superintendent; and $29,300 for the water supervisor-wastewater superintendent. The town hall office assistant will receive $8 per hour, not to exceed a total for the year of $10,984. Pay for part-time laborers will be $12 per hour, according to the 2008 ordinance.

In other business at Saturday's meeting, council members:

•Approved a new annual contract between the town and volunteer fire department calling for an increase from $14,000 to $16,000 for the year.

•Authorized contracts between four local Jay County townships and the fire department in the amounts of $4,295, Richland Township; $1,144, Knox Township; $1,627, Jefferson Township; and $209, Greene Township; as well as a contract for $1,109 for Green Township in Randolph County.

•Noted that the next town council meeting is set for Thursday, Jan. 17 at 6 p.m. in town hall.
