Review is added to city zoning
In the future, plans for new subdivisions, commercial and industrial projects will be reviewed by a committee before going to the Portland Planning Commission.
Commission members voted in a brief meeting Thursday to add specifications for such a committee to the city's zoning ordinance.
The technical review committee would be made up of representatives from several city departments who would review project plans. The submissions would include a summary of the development; a description of the site; and plans for landscaping, signs, drainage, lighting and construction.
The purpose of having a committee review the plans is to make sure they are complete before being sent to the planning commission for consideration. Currently, site development plans are only reviewed by Bill Milligan, Jay/Portland Building and Planning administrator.
Also Thursday, planning commission members voted to send the proposed changes to the city's zoning ordinance to the Portland City Council.
The changes include altering the definition of neighborhood business and adding guidelines for the exteriors of new buildings. A public hearing on the proposed changes was held Thursday. Neither commission members nor members of the audience commented on the proposed guidelines.
Milligan recommended that the definition of neighborhood business be altered to say that the small businesses are located in predominately residential areas along high traffic arteries. The current definition says that businesses located in areas zoned neighborhood businesses primarily serve local residents. At a previous meeting, Milligan said that he is seeing more businesses locate along heavily traveled streets in an effort to serve more than just county residents.
The guidelines for the exteriors of new buildings suggest that new structures should appear similar to others in the area. Milligan suggested this be added to the zoning ordinance after several developers asked him for guidelines for the exteriors of their buildings.[[In-content Ad]]
