Rural Redkey home to get major facelift (11/10/06)

An exceptional piece of property east of Redkey is undergoing a facelift that will transform the site into a bed and breakfast and spa resort.
Jay County's Planning Commission met Thursday night and approved a zoning change request by Palm Beach, Fla., developer Robert C. Malt, from agricultural to commercial for the former home of Elwyn Carder.
The request will now be presented to Jay County Commissioners for final approval.
Malt's spokesman, Don Parsons, Muncie, who is serving as developer and general contractor for the project, explained to commission members Malt's plans for the Carder property.
The "unique piece of property," Parsons said, is located south of Redkey on county road 800 South, three-fourths of a mile east of Ind. 1 in Richland Township.
Parsons explained that the 6 acre site will maintain its own sewage treatment plant and that permit requests have already been sought from the Indiana State Board of Health as well as Indiana Department of Environmental Management.
Constructed in 1840, the property around the home contains several other unique buildings that will also be developed, Parsons said. There are plans to install a spa area and add other resort related elements.
"I contacted all the neighbors in the area and they had no objections," said Bill Milligan, administrator/director of the Jay/Portland Building and Planning Department. "They just want to know what's going on there."
Parsons said work on the project has already been underway and plans call for opening the resort in the spring.
In other business commission members asked about progress on a study being done on the confined feeding operations (CFOs) and concentrated animal feeding operations (CAFOs) by Ball State University personnel.
Commission president, Jim Zimmerman, said he had not been contacted by anyone concerning the study but results were expected to be viewed sometime in December.
"They will meet with the whole commission," he said, "and tell us what they want to do."
Commission members also expressed "favorable thoughts" Thursday night for Indiana-Michigan Power Company to conduct a wind study in the county.
I&M is looking at the possibility of constructing a wind farm in the county, but before such a project is undertaken, a 164-foot tower will be constructed to gather wind data.
A site for the test tower has not been determined, Milligan told members, but it will be "purely to gather wind data."
He explained it likely would take at least a year for the study as the area moves through the various seasons.
Commission members agreed the study could be done, but asked if I&M officials could come to a December meeting and inform them of their plans.
