School budgeting gets new look

The Jay School Corporation will advertise a budget that calls for spending $35,798,645 on local schools in 2010, the first year in which state tax revenues will be covering 97 percent of the general fund.

"This was kind of an unusual budget year," school corporation business manager Brad DeRome told the board Monday night.

Future years will be unusual as well, with the school corporation making the shift to a July 1 fiscal year beginning in 2011 to bring it into synch with the state budget.

As outlined by DeRome, the 2010 budget calls for spending $25,507,490 in the general fund and $384,165 in the special education pre-school fund. Both of those funds will be supported by state tax revenues. Other spending, coming from local property taxes, was projected at $3,526,389 for debt service, $981,421 for pension debt service, $3,230,000 for capital projects, $1,998,200 for transportation, and $171,000 for bus replacement.

"But just because they grant you budget to spend it doesn't mean we're going to get the revenue to support it," DeRome said.

Total school spending will be down 1.4 percent, and the general fund will be down 5 percent.

Eight teaching positions have been eliminated through attrition, and Superintendent Tim Long said contingency plans are in place if a weak economy forces further spending reductions.

"We have a list of options that go from about $100,000 to $1.2 million," Long said.

"For 2009 and 2010 we're saying our budget is balanced," said DeRome, adding later, "We're always subject to the whims of the state of Indiana."

DeRome said he used a very conservative figure on the county's projected assessed valuation, causing the tax rate being advertised to be disproportionately high. He expects that rate to drop as the budget goes through review by the Department of Local Government Finance and assessment figures are finalized.

Nine different state forms related to the budget must be submitted to the state for approval.

A public hearing on the budget is set for Aug. 24, with adoption set for Sept. 14.

On another state-related item, Long said he will be meeting with teachers and administrators on Aug. 10 to discuss the ramifications of the new calendar requirements handed down this spring by the Indiana Department of Education.

In other business, the board:

•Was informed of registration dates for the coming school year. Registration at all schools is set for 8:30 a.m. to 11:30 a.m. and 12:30 p.m. to 3 p.m. on Thursday, Aug. 6, and Friday, Aug. 7, and from noon to 6 p.m. Monday, Aug. 10. The first day of school for students is Monday, Aug. 17.

•Approved through first reading a new policy on expanded criminal background checks to come into compliance with changes in state law.

Further action will be taken when the board meets in August.

•Authorized DeRome to issue purchase orders for Read 180 software being acquired under a grant of federal stimulus money.

•Clarified last year's memorandum of understanding with support staff to include a 1 percent raise for those at the top or above their step wage scale.

•Appropriated $150,00 from the Rainy Day Fund for work on the Jay County High School kitchen freezer and the heating, ventilation, and air conditioning system at Redkey Elementary School.

•Hired Ruth E. Jones as director of special education, Kendra Stouder as a summer school teacher, and Julie Morgan as a custodian at JCHS.

•Accepted the resignation of Butch Gray as eighth grade boys' basketball coach at East Jay Middle School.

•Approved a leave of absence for Jennifer Wilson, a first grade teacher at General Shanks Elementary School.

•Approved bus requests by Jay County Public Library and Dunkirk Public Library.

•Approved extracurricular assignments for Ryan Steinbrunner as eighth grade boys' basketball coach at East Jay, Sarah Ullom as cheerleading coach at East Jay, Sarah Wenk as sixth grade volleyball coach at East Jay, Eica Tomano as seventh grade volleyball coach at East Jay, William Saxman as eighth grade boys' football coach at East Jay, Jack Houck as seventh grade boys' football coach at East Jay, Eric Butcher as seventh grade assistant football coach at East Jay, Chad Miller as eighth grade assistant football coach at East Jay, Beth Stephen as eighth grade volleyball coach at East Jay, Aaron Hoevel as volunteer assistant girls' tennis coach at JCHS, Adam Norris as volunteer assistant boys' track coach at JCHS, Thomas Leonard as assistant boys' track coach at JCHS, Greg Garringer as head boys' track coach at JCHS, Roy Adams as head girls' tennis coach at JCHS, Rod Ashman as varsity assistant boys' basketball coach at JCHS, Alan Bailey as head boys' soccer coach at JCHS, Randall Rigby as assistant girls' volleyball coach at JCHS, Shaun Roberts as assistant boys' soccer coach at JCHS, Ryan VanSkyock as freshman boys' basketball coach at JCHS, Gregory Hummel as freshman football coach at JCHS, and Laura Collins as assistant volleyball coach at JCHS.[[In-content Ad]]
