School renovation talks resuming (3/1/05)

JC board to discuss project next month

Jay School Board members plan to dive back into talk of the planned Jay County High School renovation project at their March meeting.

Compared to previous meetings, there was little discussion about the proposed $26.6 million project at Monday’s meeting.

Board members did approve a $6,200 consulting contract with Primary Engineering of Fort Wayne to evaluate the school’s heating, ventilation and air conditioning system as the board requested at its Jan. 24 meeting.

The initial cost for the HVAC, including units, piping, demolition, new ceilings, lighting and a geothermal addition was estimated at $8,650,000.

A second HVAC study paid for by REMC and Wabash Valley Power also will be completed.

These reports are expected to be completed by the board’s March 28 meeting.

Board president Doug Inman asked board members Monday to review information on the project and be prepared to “spend some time” discussing the scope of the project at the March meeting.

The board also discussed Monday that the state is more than a quarter of the way through Indiana Gov. Mitch Daniels’ 120-day moratorium on all school projects that would require issuing bonds. The moratorium was imposed in Daniels’ State of the State address on Jan. 18.

Jay Schools superintendent Barbara Downing added that no project guidelines have been set by the Indiana Department of Local Government Finance for after the moratorium has ended.

Kari Vilamaa of Barton, Coe, Vilamaa Architects and Engineers of Fort Wayne, who has been working on the JCHS project, said Monday the moratorium won’t affect the proposed project, but the guidelines might.

“If I had to guess, most of the new guidelines will apply to new construction,” Vilamaa said.

Also Monday, Downing discussed how the unknown status of state basic grant funds from the Indiana Department of Education could impact the corporation.

Downing said state officials have been talking about flatlining school funding and have been leaning towards “the dollars following the students.” Enrollment has decreased by 23 students this year.

“We’re not going to know the impact for several months,” Downing added. “... We continue to talk to the (Jay Classroom Teachers Association) ... We have to plan for staffing cuts at a worse case scenario.”

According to information from Jay Schools business manager Brad DeRome, the state basic grant funds makes up 67 percent of the corporation’s general fund revenues for a year.

In other business, board members unanimously approved a $302,000 purchase order for emergency repair of a 21,000-square-foot section of roof at JCHS. It was damaged when the school’s Internet tower fell and punctured the roof during the January ice storm.

DeRome said Monday insurance is expected to fund approximately $202,000 of the roof repair project, which will be completed by Weatherproofing Technologies and McGuff Roofing, Muncie.

He added that the corporation may also get funding for this project from the Federal Emergency Management Agency.

Also Monday, board members:

•Heard Downing report the corporation will receive $102,070.94 in reimbursement for textbooks through the state textbook reimbursement program. The district requested a total of $146,856.25 for the 2004-05 school year with 1,557 students qualifying for the program. The remaining $44,785.31 not funded by the state will be paid by the corporation.

The amount of funding the corporation receives has been decreasing, while the number of students qualifying for this program keeps increasing. Funding decreased from 77.5 percent to 69.5 percent in 2004-05 from the previous year, and the number of students qualifying increased to 1,557 in 2004-05 from 1,503 in 2003-04.

•Approved a revision to board policy to elect board members in the general election in November, instead of in May. The newly elected members will take office on Jan. 1.

This action was approved by the board in a July 2004 resolution.

•Heard Downing read a letter of appreciation from the American Red Cross Hoosier Heartland Chapter. During the January ice storm, Pennville Elementary School was used as a shelter by the Red Cross. Pennville was the one of the only schools in Jay County that had electricity and heat following the storm.

•Heard Downing give the annual report for the 2003-04 school year and enrollment numbers for 2004-05.

Enrollment for the 2003-04 school was 3,889 and 3,866 for 2004-05.

She also reviewed ISTEP Plus test scores for elementary and middle students from 2003-04.[[In-content Ad]]The Jay School Board approved numerous personnel items during its meeting Monday.

The items were approved by a 6 to 1 vote with board member Mike Masters dissenting.

“I wanted to check out a personnel item further,” Masters said following Monday’s meeting.

Recommendations were approved to hire Catherine Fullenkamp as a part-time occupational therapist for the Jay School Corporation, Mildred Yoder as a special education instructional assistant at East Jay Middle School, Cindy Fullenkamp as a part-time occupational therapist assistant for the corporation, Gilbert Cochran as a part-time athletic trainer at Jay County High School, Nancy Berry as a school nurse for the corporation, Wanda LeMaster as a food services employee for the corporation and Rita Bollenbacher, Roger Grimm and Mark Goodman as athletic trainers for the corporation.

Also Monday, the board accepted the resignation of food service employee Vickie Keen.

Board members also accepted approved leave requests for Josephine Smith, Julie DiBattist, Martha Woodward, Amy Myers, Melissa Stotler, Katie Kerns, Doug Tipton (coaching only), Jeremy Gulley, Colinda Anderson and James Roberts.

The board also:

•Accepted extracurricular recommendations to hire Bev Arnold as the JCHS girl’s assistant swim coach, Jeremiah Klopfenstein as the JCHS intramural director, Greg Garringer as the JCHS varsity boys track coach, Richard Jones as the JCHS assistant varsity boys track coach, Amy Hawbaker as the JCHS assistant varsity girls softball coach, Breanne Gillespie as a volunteer guidance intern at EJMS, Robert Lake as assistant girls track coach, Adam Grile as volunteer boys track coach, Larry Stultz as the volunteer boys track coach and Aaron Hoevel as the JCHS volunteer girls tennis coach.

•Approved a transfer re-quest for custodian Bobbi Jellison to move to EJMS from JCHS.

•Approved two field trip requests including the JCHS French Club to Northmont High School in Clayton, Ohio for a French play on April 6 and JCHS cheerleading squads to Lexington, Ky. for a cheerleading camp at the University of Kentucky from July 14 to 17.

•Approved a bus use request from the Jay Community Center to Conseco Fieldhouse in Indianapolis for an Indiana Pacers basketball game on March 11.
