Second vote on park bond OK

The second time was the charm.
Members of the Portland City Council passed a resolution to bond for phase IV of Hudson Family Park Monday night. This is the second time the council has voted on the matter.
Two weeks ago, the council voted 3-2 on the resolution, leaving it one vote short of a majority of the seven member council.
The vote Monday night was 4-2, with council members Don Gillespie and Kent McClung again casting the dissenting votes. Council member Todd Nichols did not attend Monday's meeting.
Gillespie said he voted against the resolution to bond up to $1,975,000 because he feels some features in the park should be scaled down, so the project is not so expensive.
Members of the Portland Park Board recently voted to hire Muhlenkamp Building Corp., Celina, Ohio, to construct phase IV at a total cost of $1,345,800. This bid includes two alternates to add a roof to the amphitheater and to add a truss across the stage to hold lighting and sound equipment.
McClung said he is worried that if the city spends this much on the park project it will not be able to afford to build a new pool in the future.
In a related matter, Bruce Hosier, mayor of Portland, announced that the city recently received an A-plus bond rating. "And our financial outlook is very stable," he said.
A bond rating is similar to a credit score. It helps estimate what bonding interest rates the city can expect. Hosier said the study determined that the interest rate could range from 4.19 percent up to about 8 percent.
Also Monday, council members voted to transfer funds to pay Social Security, Medicare and Workers Compensation for the manager of Portland Municipal Airport.
A total of $1,875 in the airport's repairs and maintenance fund will be used to pay the benefits for one year.
Hal Tavzel recently was hired to work as the airport manager. He is being paid $22,000, and his pay will increase to $24,900 after 90 days of employment if he successfully performs his duties. He will work 30 hours per week.
