Sewer district funding likely

Announcement set Thursday on $1.2 million project

The Jay County Regional Sewer District is expected to receive $1.2 million in grant and loan funding for three sewer projects during an announcement on Earth Day (Thursday).

District board president Gerald Kirby said the United States Department of Agriculture Rural Development department will announce a grant/loan package for the district's $1.2 million project, which will bring sewer service to an area southwest of Portland and two areas near Dunkirk.

The announcement will be made at 10:30 a.m. in the auditorium of the Jay County Courthouse and is open to the public.

A USDA representative from Washington D.C., the state's rural development director and two regional representatives will join the sewer district board for the announcement.

Kirby said the USDA is making Jay County's sewer plans a "spotlight project" and added that the package has been approved and awarded a "markdown" interest rate.

The district will be awarded 45 percent of the request in grant funding (approximately $540,000) and the remaining 55 percent of the total will be a 40-year loan. Kirby said the markdown interest rate may be 3.75 percent or less and that a final figure will be presented Thursday.

There are three areas that will receive new sewer service: southwest of Portland along county road 125 South to Foxfire Drive and nearby homes along Ind. 67; north of Dunkirk along county road 1150 West (north of county road 400 South) and east across 300 North, and southern Dunkirk around the Willow Drive area.

The sewer district was formed after the county was ordered by Indiana Department of Environmental Management to solve sewage problems around Foxfire Drive. The two areas in Dunkirk were later identified as problem areas that could be hooked into Dunkirk's current sewer system.

The district sent the funding request in November but the paperwork was delayed moving through the Rural Development. The delay, however, may have worked in the district's favor allowing the project to be highlighted during the USDA's Earth Day award letting.

Ben Adams of Commonwealth Engineers, the firm handling engineering for the three projects, said at this month's sewer district meeting that as soon as funding is obtained, the project can move to bid, meaning that process may begin rolling as soon as May.[[In-content Ad]]
