County officials are hoping the city will help correct a big septic problem west of Portland.

Milo Miller Jr., president of Jay County Commissioners, asked members of the Portland Board of Works Thursday to consider letting homes in the Foxfire addition and other nearby properties connect to the city’s sewer system.

Bruce Hosier, mayor of Portland, said a written request will need to be submitted before the board will make a decision on the matter.

Sewage was discovered flowing into a creek on the west side of the addition, which then flows into the Salamonie River. The discharge, discovered in 2004, was apparently from an old septic system.

Miller told the board he has spoken with Bob Brelsford, superintendent of the wastewater treatment plant. He said Brelsford told him the city could handle the extra sewage from the approximately 25 homes located in Foxfire and along or near Ind. 67 to the southwest of county road 125 South.

Miller said the Indiana Department of Transportation, which has a maintenance/storage area on the corner of 125 South and Ind. 67, also is interested in connecting to the city’s sewer lines. Miller also said if an ethanol plant is built in the area, as has been proposed, that company may also be interested.

He said Brelsford thinks the city’s system also could handle the extra sewage.

Broin Companies of Sioux Falls, S.D., is considering building a plant at a site along the southeast side of Ind. 67, near Meshberger Bros. Stone Corp.

In other business, Hosier announced that a developer is expected to submit a proposal for sharing the cost of running city utilities to the site of his planned motel.

Hosier said the proposal from Scott Daniels, who plans to develop a 73-room Holiday Inn Express north of Portland on U.S. 27, likely will be handed over to city attorney Bill Hinkle any day.

Hinkle had not received the document by the start of Thursday’s meeting.

The shared cost of running the water and sewer lines would be contingent on Daniels getting highway access from the Indiana Department of Transportation, and the property being successfully annexed into the city, Hosier said.

Also Thursday, board members:

•Voted to purchase 124-square feet of land needed for the Boundary Pike/Wayne Street project.

The right-of-way will be purchased for $1,500. The land is owned by Randy and Debi Gillespie, 945 Boundary Pike.

The fair market value of the property was estimated and an offer was made by the city and accepted by the Gillespies, Hosier said this morning.

Board member Bob McCreery did not attend the meeting.

•Voted to allow Sprint/United Telephone Company of Indiana, Inc., to erect cable, pedestals and attachments or underground conduits on Creagor Avenue and on Industrial Park Drive, both north of West Votaw Street.

In a letter Sprint submitted to the city, the company states the work is to improve service. No Sprint officials attended the meeting.

•Voted to adjust a Portland man’s sewer bill, with a stipulation.

James Archer, 320 Jaqua Ave., requested the adjustment because he had a water leak. The problem was fixed.

City clerk-treasurer Linda Kennedy asked if there was documentation for the repair. Dean Poole, who did the work, said there wasn’t but he could make a bill.

The adjustment will be made following the city’s policy, which is to reduce the bill down to a three-month average for sewage bills prior to the leak, as long as documentation for the repair work is turned in.

•Were asked by Miller if there currently are any restrictions in place for buildings registered with the Historic Landmarks Foundation of Indiana as part of a historic district.

Miller said he was wondering if such buildings are prohibited from being demolished. The county recently acquired a building just north of the Jay County Courthouse on the north side of West Walnut Street. Commissioners plan to raze the building, located in the historic district, to make way for courthouse parking.

Hosier said he would look into the matter and let Miller know what he finds.

The city has not yet established guidelines or restrictions for buildings in the historic district, Hosier said this morning.[[In-content Ad]]
