Sewer project permits on hold (08/12/2008)

The Jay County Regional Sewer District, after a three-month hiatus, is still on standby regarding a new project west of Portland.

Plans submitted by Commonwealth Engineers are still pending approval in the effort to obtain a construction permit and jump-start the project, which will provide city sewer service to homes on Foxfire Drive, Ind. 67 and county road 125 South.

The sewer project, which would service 31 households, could cost up to $450,000.

"I wanted to give you somewhat of a worst case scenario (on cost)," said Ben Adams for Commonwealth.

Commonwealth submitted the plans to the Indiana Department of Environmental Management on May 19 and received their first deficiency notice, as is expected with these projects, on June 23. The firm worked to fix the suggestions and answer the questions marked by IDEM and resubmitted the plans July 31.

From here, they will either receive a second notice or will be awarded the construction permit.

"We're still right on track ... muddling through permit projects," Adams said.

The district will assess property owners a monthly fee to re-pay the costs of the project. The district was formed in response to sewage flowing into the Salamonie River from a home or homes in the Foxfire Addition.

Commonwealth representative Wayne Bailey also presented the board members with some questions about the Foxfire site. He wanted to know if a particular area on the edge of the proposed project space had ever been developed or otherwise disturbed.

Bailey asked the question because if the area has never had its land disturbed, more than clearing vegetation or agriculture, the county is required to conduct an archaeological survey before digging on the site.

The area in question is just outside a wooded area that has grown around an old plastics factory. That site is located southeast of Ind. 67 along county road 125 South, just across from the entrance of Meshberger Brothers Stone Co.

District members Joe Sommers and Bob Brelsford said they would ask some local residents if they could remember anything about the area. If the board can get a verbal history on record from a credible source, they can sidestep the survey process.

"It really pays to look at the history of the area," Bailey said. "It would save us a lot of time and a couple thousand dollars."

Otherwise, Bailey said the county is in the right position to move on.

"We're on target with our environmental survey with no snafus so far," he said.

Adams also informed the board about two possible Dunkirk projects. One project south of Dunkirk would service 30 homes at a total cost of $225,000. A project for an area north of town would likely be more expensive, servicing 25 houses and could cost either $415,000 or $300,000, depending on the type of system installed.

In other business Monday evening, sewer district members:

•Approved moving money out of two Certificate of Deposit accounts into the district's checking account. The two CD's, valued at around $26,000 and $20,000, weren't making strong enough interest to warrant limiting access to the funds.[[In-content Ad]]
