A local board has decided to move a sewer line located under a new development before it breaks.
Members of the Portland Board of Works learned Thursday that the new strip mall being constructed across the street from the Wal-Mart SuperCenter is on top of a 30-inch sanitary sewer line. The board voted to move the line to the west side of the property.
Bob Brelsford, superintendent of the wastewater treatment plant, said that he and officials with Preferred Development, the company which is building the mall, knew before construction began that a sewer line was located where the building would be constructed.
Brelsford said he told Preferred officials that the line would have to be moved because the weight of the structure could break it.
There is no record of an easement on that property, he said. The company has agreed to give the city an easement if the city pays for moving the line, Brelsford said.
Preferred would be responsible for digging up the old line and filling it with concrete, he said. The city currently has all of the materials needed to move the pipe, Brelsford said.
TJ’s Concrete Work of Portland submitted a $7,850 quote to relocate the sewer line, and the board voted to have TJ’s do the relocation work.
Also Thursday, board members:
•Voted to pay for a right-of-way easement for the railroad tracks area across Wayne Street for the Boundary Pike/Wayne Street project.
Norfolk Southern will be paid $2,500 for the easement.
•Voted to hire Jack Baughman, Portland, to work for the city’s water department.
Baughman, a reserve Portland police officer, is married and the father of two. He has experience in concrete work. He is replacing an employee who quit earlier this year, said Linda Kennedy, the city’s clerk-treasurer.
•Selected a $7,593 quote from Hull Brothers Inc. of Fort Recovery for a new lawn mower for the wastewater treatment plant.
Brelsford said the mower currently used to mow the 13 acres of ground at the plant is 15 years old and frequently needs repaired.
Hilty Engine Inc. of Berne also submitted a quote of $8,490 and B and J North Small Engine Sales and Service of Portland quoted $8,953. The Hull quote was selected because it was the lowest.[[In-content Ad]]
