Sewer work contract awarded (11/11/04)
Firm picked to guide west Portland project
A bid for engineering services for a new gravity sewer was selected Wednesday by the Portland Board of Works.
Board members chose a $72,000 bid submitted by TRIAD Associates of Indianapolis. The proposal covers the design work, bidding, construction and 10 weeks of residential project representative work.
Board member Bob McCreery suggested the TRIAD bid be selected over the other three submitted, simply because it was the lowest.
The 4,700-foot, 21-inch sewer will run south down Park Street between Votaw and Water streets, then east down an alley, between Middle and Pleasant streets. It will allow the sewage that goes to the north lift station from the Gerber lift station, located between Votaw and Park streets, to now just go to the Gerber station, then down Park Street. Currently, the north lift is doing more work than it can handle.
Consulting engineer Gene Amlin of Muncie said the engineering work will take from six weeks to two months to complete. He said he would like the engineering to start right away. Amlin added, the construction work probably won’t begin until spring 2005.
Also Wednesday, Amlin suggested the board consider making two additions to the city’s existing sewer ordinance, as required by the Indiana Department of Environmental Management.
The first amendment would regulate levels of metals, hazardous waste and acidity that can come into the wastewater treatment plant from area homes and industries.
The other addition is to set up an emergency response procedure for the plant. This requires the wastewater plant to have a plan of action in place in case an area industry should have a hazardous material spill.
The board decided not to vote on the amendments until city attorney Bill Hinkle can review them. Portland Mayor Bruce Hosier said the changes would eventually have to go before the Portland City Council for final approval.[[In-content Ad]]
