Local group asks commissioners for money

An effort to replace funding cuts for a longtime local program has come to Jay County Commissioners.

Officials representing the Jay County Soil and Water Conservation District asked the commissioners this morning to consider putting money in their 2005 budget to help fund the district activities, which are focused on the prevention of soil erosion and water pollution.

Carl Walker, chairman of the JCSWCD board, and educator Bettie Jacobs said that the group was formally requesting $20,000 from the commissioners, but would be pleased with any amount that was budgeted.

Walker, who noted that the JCSWCD’s state and federal funding has been cut in half to $10,000 in the last few years, said that 81 out of 92 Indiana counties fund their local soil and water districts at some level.

Last week, a request for funding made by the JCSWCD was denied by the Jay County Solid Waste District Board of Directors.

Walker and Jacobs said that a variety of entities will be approached for funding.

Commissioners Gary Theurer, Mike Leonhard and Milo Miller Jr. took the request under advisement.

The commissioners were told by their attorney, Brad Burkett, that a cumulative drainage maintenance fund could be added to the county’s property tax levy. Proceeds from the fund could be given to the JCSWCD.

Also this morning, the commissioners agreed to proceed with the first county-financed septic system replacement.

State law allows counties to established a septic replacement loan fund to help those who cannot afford or find funding to replace failing septic systems.

The first request approved by the county is for David and Marian (Jean) Younger, who live north of Redkey on Ind. 1.

During a brief public hearing, the commissioners found that the benefit of the project exceeded the $9,500 cost. That cost was determined in an estimate from R. Davis & Sons of Portland. Also submitting an estimate of $11,880 was Guy Tressler Excavating.

An estimate by Jay County engineer Dan Watson put the cost of the project at $10,800.[[In-content Ad]]
