Trash to help pay for sewer work (07/18/06)

Jay County Commissioners will seek an additional appropriation from infrastructure funds provided by a host fee paid by the local landfill to pay for engineering work for a regional sewage district.
Commonwealth Engineering, Indianapolis, has been working on plans for a sewer line that would connect the Foxfire Addition, southwest of Portland, with the city’s wastewater treatment plant.
Because that’s the same area where Premier Ethanol LLC plans to build an ethanol plant, the county is now interested in a different route and the project will need to be re-designed.
As originally sketched out by Commonwealth, the sewer line would connect with Portland’s system of sewers near Jay County High School.
The new plan would cross Ind. 67 to the ethanol plant, then cross land owned by Meshberger Bros. Stone Corp. and follow county road 150 South to the east to connect with the treatment plant.
A TIF (tax increment financing) district to be created in connection with the ethanol plant could pay for a significant portion of the project over time (see related story at top of the page).
A revised contract presented by Commonwealth today calls for total fees of almost $99,000 and would provide a full-time resident inspector on hand during construction and installation.
The project is expected to cost about $500,000, and the commissioners hope to see the portion from the wastewater plant to the ethanol plant completed by the second quarter of next year.
Jay County Development Corporation executive director Bob Quadrozzi told commissioners that Premier hopes to have the plant finished 12 to 14 months after construction begins.
There are eight residences along county road 150, which is a dead end. Commonwealth engineers said those homes would not be required to hook up to the new sewer line until such time that their current septic systems fail.
In other business, commissioners:
•Hired Hamilton Accounts Services Inc., Noblesville, to handle collection of unpaid personal property taxes.
• Received a report which showed Community Corrections revenues of $52,232 for the grant year.[[In-content Ad]]
