REDKEY — In a split vote, Democratic Party leaders have chosen Kyle Champ and Joe Johnson to join the town council.
The two, the only two to garner at least two votes from a three-member panel Thursday, beat out four other candidates to replace two council members who recently resigned.
Champ, 28, and Johnson, 38, are candidates for town council seats in the May 3 Democratic primary election.
Both men were seeking their first terms on the town council.
They will run against six other candidates for three spots on the general election ballot.
Champ, 300 N. Oak St., is an insurance agent with Farm Bureau Insurance.
Johnson, 622 S. Meridian St., is employed with the Jay County Surveyor’s Office.
They will replace Democratic council members Terri Taylor and Phil Philebaum.
Philebaum cited health problems in submitting his resignation, while Taylor didn’t provide any reasons for her decision to resign, Gerald Kirby, Redkey Democratic Party chairman, said.
Both of their terms were set to expire at the end of this year. Philebaum had not filed for re-election, but Taylor did file in February as a candidate for re-election.
She has since changed her mind but will be listed on the May primary ballot because the deadline for withdrawing from the race has passed.

At the beginning of Thursday night’s caucus, Kirby said, “When we were looking for candidates for the primary, I asked them (Johnson and Champ) to run and I told them — you are my candidates. I’ll back you all the way.”
Champ and Johnson were the only two primary candidates who attended the caucus.
The other Democrats applying for the two vacancies were Doug Bennett, 38 E. Delaware St.; James Phillips, 605 W. Main St.; Charles “Red” Coons, 127 E. High St.; and Bert Quakenbush, 33 Charles St.
After Champ and Johnson concluded brief statements about themselves, Kirby called for a decision from Redkey precinct chairmen Jim Barrett and Dottie Quakenbush, and Jay County Democratic Party chairman Tim Southworth who would cast the tie-breaking vote.
The foursome then adjourned from the Redkey town hall meeting room to vote in private, returning a few minutes later to announce the decision.
“It was not unanimous,” Kirby said, adding there was “no reason to say how the voting went, but it was not unanimous and Tim was forced to break the tie.”
Champ and Johnson will now serve on the town council through the end of the year.
In addition to Champ, Johnson and Taylor, the other candidates listed on the May 3 Democratic Party primary election ballot will include: Phillips, Bennett, Ted Friddle, 322 E. Main St.; Gregory Curme, 146 N. Ash St.; and Nathan Cole, 510 N. Meridian St.
So far no Republican candidates have filed for the election.
