The creation of a regional sewer district for Jay County continues to move along as commissioners heard an update Monday afternoon from Wayne Bailey, project developer, of Commonwealth Engineers, Inc.
The state mandated the creation of the district after it was discovered in 2004 that sewage was flowing into a creek on the west side of the Foxfire Addition that then flows into the Salamonia River. The discharge was apparently from an old septic system, it was determined.
"The two parts are fitting together nicely," Bailey told commissioners Milo Miller Jr., Gary Theurer, and Faron Parr, of the district's compliance plan and the forming of the district.
Commissioners will be scheduling a public hearing sometime in February with an Indiana Department of Environmental Management representative to hear of further plans and give residents a chance to get more information.
"We're on target," Miller said. "As long as we're on target, IDEM is OK with the plans. We'd like to have the project done by the end of 2007."
Commissioners have so far named Dr. Charles Miller, Don Denney, Dr. James Wasson, and Gerald Kirby to the board, with Portland wastewater plant superintendent Bob Brelsford as the city's representative.
The county council will also be naming a representative as well and commissioners need to name another to the seven-member board.
To correct the situation in the Foxfire area, commissioners are looking at extending a city of Portland sewer line to that addition and potentially to other homes in the area.
In the meantime, Premier Ethanol will also be extending sewer lines to its plant near Ind. 67, and the county plans to tie all those lines together, hopefully lowering the cost of the project.
After the sewer district board is formed, such future concerns in the county will be addressed by those members, Miller said.
Additionally Monday, commissioners approved a request from highway superintendent, Ken Wellman, to proceed with construction of a storage building at the highway garage on county road 200 East.
Wellman estimated the cost at about $73,500, therefore the formal bidding process will not be needed, commissioners agreed, and he was told to seek quotes for the project.
The building will house salt trucks and dump trucks during the winter months.
Wellman told commissioners he is currently applying for the needed state permits for the project and blueprints are also ready to be submitted.
Meeting as the drainage board earlier in the day, commissioners heard county surveyor Brad Daniels give an update on drainage board maintenance collections for 2007 - including several for joint drainage areas with other counties.
Maintenance assessments will be collected for Maringo, Edmundon and P. Houts ditches in Jay County; Carder Creek, Dale Marsh, W.S. Manor, Ross and Days Creek, John Thornburg and Halfway creeks in Randolph County; Brooks Creek in Blackford County; and Loblolly Creek in Wells County.
Collections will not be made in 2007 on Abromson, A.B. Butcher, Harris Braner, Collins, Geesaman, Greaf, Arthur Grissell, Hiatt, William Hodge, W.H. Hood, Jones, J. Miller, McFarland, Hannah Rinker, Hotmire Redmond, Salamonia River, Shook, Wagner, Nelson Williamson and A.J. Wilson in Jay County.
In Randolph County, collections will not be made on the McFarland, Hannah Rinker and Hotmire Redmond ditches; in Blackford County, the Shook ditch will not be receiving maintenance assessments; and the Harris Braner ditch in Wells County will not be receiving collections.
Collections are not made on ditches when the balance in that ditch assessment fund is equal to an amount that is double the amount of the annual collections.[[In-content Ad]]
