Vision process set to begin

Where do we go from here?

That will be the question before the community beginning next week as 20/20 Vision, an effort to develop a strategic plan for Jay County is launched.

A kick-off meeting has been set for 6 to 9 p.m. on Tuesday, July 21, at Jay County High School to begin a process that will stretch until March of 2010.

"It's going to be a great process," said Stephanie Arnold, Jay County's Olympic archer who will be co-chairing the initiating committee with Portland Foundation executive director Doug Inman.

"Anyone who cares about Jay County and its future should attend," said Inman. The goal, he said, is a written strategic plan for the countywide community for the next 10 years, "a roadmap."

The Portland Area Chamber of Commerce used strategic planning in the 1980s to get economic development on track, and the county, with Jay County Development Corporation taking the lead role, put together a strategic development plan in the late 1990s.

Inman noted that the discussions won't just be about economic development but "anything that makes up the fabric of the community."

Issues involving everything from infrastructure to health care, education to changing demographics, the environment to technology will be on the table.

In fact, the initiating committee expects the process to bring forth issues that have been completely overlooked.

For that reason, Inman and Arnold said, extra effort is being made to involve people whose insights and concerns may not have been heard in the past.

Funded by the United Way of Jay County, The Portland Foundation and local units of government, the 20/20 Vision process will be facilitated by the National Civic League of Denver.

Following the July 21 kick-off session, future meetings will be held Aug. 11 at West Jay Middle School, Sept. 1 at Holy Trinity Catholic Church, Sept. 22 at Holy Trinity Catholic Church, Oct. 13 at JCHS, Nov. 3 at JCHS, Dec. 1 at West Jay Middle School, Jan. 5 at Holy Trinity Catholic Church, Jan. 26 at JCHS and Feb. 16 at West Jay Middle School.

The final report will be written in February and March, with completion set for March.[[In-content Ad]]
