Wastewater deal OK'd

A $1.6 million upgrade to the Portland Wastewater Treatment plant received a green light this morning from the Portland Board of Works.
Peterson Construction of Wapakoneta, Ohio, was the low bidder for the project with a total price of $1,664,000 and received the board’s order to proceed.
Peterson’s bid was recommended by Brian Houghton of Jones and Henry, the engineering firm that is overseeing the project.
“We now have received a construction permit from IDEM (Indiana Department of Environmental Management),” Houghton told Mayor Randy Geesaman.
Bids for the project were opened June 7 and were reviewed by Houghton. The initial estimated the cost of the project was $2.2 million.
Work on the upgrades at the plant is expected to be substantially complete by May of 2013 and fully complete by next June.
The board of works also gave unanimous approval to a $23,000 contract with Commonwealth Engineers Inc., Fort Wayne, to update the city’s long term wastewater control plan and explore potential solutions for separating sewers on the west side of Portland.
“I’ve asked Commonwealth to specifically look at that,” Geesaman said of the west side sewer separation options.
At the mayor’s recommendation, the board also unanimously approved paying Gene Amlin, the city’s wastewater treatment engineering consultant, $8,450 to develop plans for separation of sewers at the former Heather Park apartment complex, now known as Windrush Apartments, and Country Place Apartments.
Those two sites are related to the city’s combined sewer overflows numbered 12 and 13.
Geesaman said he has been in contact with the property owners and will be working with them to resolve CSO issues at those locations.
In other business, the board of works approved the purchase of a new backhoe for the wastewater treatment plant from MacDonald Machinery, Fort Wayne, for $65,575, with a $4,000 trade-in allowance for the old backhoe.
The MacDonald quote was the lowest of three received and was recommended by wastewater superintendent Bob Brelsford.
