Waste District signs contracts
The contracts have been approved.
Jay County Solid Waste Management District’s board gave its OK to a series of contracts Monday, including a three-year agreement with Waste Management to continue its Saturday recycling program.
The new contract with Waste Management includes fees ranging from $100 to $165 for delivery of trailers to weekly collection sites in Portland, Dunkirk, Redkey, Pennville, Bryant and Salamonia. Those numbers go up slightly to a high of $175 in the third year of the contract.
The cost for “switch out” — taking away a full trailer and dropping off an empty one — ranges from $175 to $318 over the course of the contract.
The district will also pay a $44 per ton disposal fee.
That fee structure allows the district to save money if it leaves trailers at sites until they are full, rather than having them dropped off on the Friday before they are being used and then picked up early the following week. Trailers are generally open for use from 9 a.m. to noon on Saturdays.
Several of the current sites, including the former Ludwig’s parking lot in Dunkirk, Will’s IGA in Redkey and the parking lot south of Salamonia Park, can not accommodate trailers being left full time. In those cases, the district will continue the current system until new sites can be found.
Board members Jeanne Houchins, Jim Zimmerman, Doug Inman, Dan Watson, Randy Geesaman and Bill Gibson also approved 2015 contracts for district financial manager Freda Corwin and educator Bettie Jacobs.
The contract with Corwin is for $23,000 to pay vendors, handle bank statements and other financial reports and manage recycling schedules, among other duties. She also keeps office hours from 8 a.m. to 4 p.m. Monday through Wednesday at the district headquarters, 5948 W. Indiana 67, rural Portland.
Jacobs’ contract is for $11,000 to hold educational programs, encourage partnerships with other entities and promote JCSWMD.
Board members also OK’d a contract with Craig Frazee of Dynamic Business Solutions, Portland, for $2,950 for creation of a district website.
In other business, the board, absent Faron Parr:
•Heard from Jacobs that attendance was high at the April 16 rain barrel workshop. She gave away all 100 kits for making rain barrels and plans to continue holding the workshops twice a year. She also said 15 of Jay County’s 18 4-H clubs are participating in JCSWMD’s rain barrel decorating contest.
•Paid claims totaling $15,384.79. The district brought in tipping fees of $22,899 in March, giving it a cash balance of $399,784.73.
