A Portland man is being held as a suspect in the of shooting and killing two people Thursday in Hartford City.

The Commercial Review has confirmed the suspect’s name is Charles “Maddog” Whittington. Police are not releasing his name at this time, but described him as an older man with a grey ponytail and goatee.
Portland Police Chief Nathan Springer confirmed that officers picked up a male suspect at his 839 Boundary Pike home. He was being held at Jay County Jail on Thursday while waiting to be questioned by Hartford City Police.
A father and daughter were pronounced dead Thursday morning at the scene of the shooting at Hartford Square Apartments, 202 E. Chestnut St.
According to Hartford City Police Department, officers were called at 9:13 a.m. Thursday and arrived at the apartment complex to find a white male in the parking lot with an apparent gunshot wound to the head. They then found a white female, also with an apparent gunshot wound to the head, inside the apartment.
Springer said his department had been contacted by Hartford City Police, and officers waited at the Boundary Pike address, which is near General Shanks Elementary School, for the suspect to return home. He was taken into custody early Thursday afternoon.
Signs on the front door of Whittington's house identify him as a Vietnam War veteran who served in the United States Marine Corps.
The Star Press (Muncie) reported that another "young man" had been detained at the scene of the shooting as a witness.
Jay Schools were locked down as a precaution for about an hour around noon Thursday. Blackford County schools were locked down for most of the day.
The investigation is ongoing, and Hartford City Police are asking anyone with information to contact Blackford County Sheriff’s Office at (765) 348-0930.
