Downtown Portland is under water this morning for the second time in 10 days.
Meridian Street between Main and Race streets closed shortly after 5 a.m. today, and by 7 a.m. floodwater was completely covering the intersection of Meridian and High Streets. City officials and local business owners are filling sandbags at Portland Street Department and placing them in an effort to keep water out of downtown buildings.
The same area was also underwater June 17 and 18 after about 6 inches of rain fell in a span of three days.
