Landon Excavating has been selected to install nine new flap gates in Portland, while Best Way Services will continue to provide the city’s curbside recycling.
Portland Board of Public Works selected the bids Friday, with Landon Excavating’s coming in at $17,700 for the flap gates.
The contract with Best Way for recycling is for three years of service, coming in at $4.06 per unit for the first year, $4.15 per unit for the second and $4.24 for the third.
On March 12, Landon Excavating placed a bid of $18,600 for the flap gate project, which will help with flooding issues in the city.
However, because of upcoming construction the installation of one unit at the intersection of Garfield Street and Indiana 26 will be delayed.
“There’s going to be a change in the piping because of the storm (line) they are going to be putting in there,” said wastewater superintendent Bob Brelsford. “And the alley in Garfield is pretty narrow so we’re going to have to wait and see how that ends up … We’ll have to put that off until they are done with that project.”
Brelsford said regardless of the piping installed at the intersection, the same model of flap gate being put in at the other locations around the city can still be fitted with the use of mortar.
“We will probably have to have (Landon Excavating) do that at a later date,” said Brelsford. “As far as money putting it in, it’s probably not going to be a lot of difference doing it later than doing it now.”  
Mayor Randy Geesaman estimates installation of the flap gates will begin in the next two weeks and conclude by mid-May. Best Way’s new contract with the city will begin April 1.
Tax increment financing (TIF) money is being used to pay for both of Friday’s accepted bids, and Jay County Solid Waste District contributes $10,000 yearly to help offset city costs for curbside recycling.
Board members Bill Gibson, Jerry Leonhard and Geesaman also approved a sewage bill adjustment for Peggy Atkinson.
The adjustment was applied because of a water line leak outside of her house.
