Warren is fixing geneva finances

GENEVA — Corrections are underway on the town’s financial reports and repairs are planned to cut down on water infiltrating sewer lines.
Former clerk treasurer Bill Warren has begun work on correcting the town’s budget records, and two manholes will be plugged and a new sewer tap will be installed to cut down on drainage issues on East Line Street.
During a meeting of Geneva Town Council on Tuesday, Warren, who had served as clerk treasurer before retiring at the end of 2014, said he is working to correct various bookkeeping errors in the town’s finances.
Following the resignation of Barry Moore in April as clerk-treasurer, Warren was brought in to correct Geneva’s financial reports.
Warren said various funds have been misrepresented in the reports. He indicated that some of the errors included money not being expended from the town’s general fund for the communication and transportation budget while the computers and software fund had already spent 103.5 percent of its budget for the year.
“There were just a lot of corrections and no documentation necessarily as to why they were done,” said Warren. “I can tell you that on the fund report — all the tax accounts, all the things we withhold and pay out of — all balance to zero. There was just a lot of things not done.”

To correct the errors, Warren made an $800 adjustment for March and $400 for April. He said these corrections still left $442 unaccounted for, and the town will have to file a negative adjustment to revenue for the amount in May’s report.
“It’s beyond my skill to reconstruct that,” said Warren. “What the state board of accounts will say is beyond me. I can’t answer to whether they will accept that or not.”
Warren said each department’s general fund bottom line is correct, but the individual accounts were not correctly budgeted.
To replace Moore, the council swore in Geneva resident Jane Kaverman, who has been training under Warren for two weeks. Warren will be working for the town at a rate of $20 per hour until Kaverman is comfortable in the role.
In addition to the appointment of Kaverman, town marshal Rob Johnson settled into his new part-time role as a utilities advisor. He outlined an ongoing water infiltration issue near 950 E. Line St., and how a solution to correct the problem can be implemented.
Two manholes near the residence are allowing water to drain into an older gravity-fed sewer line that runs to the south of East Line Street to the wastewater treatment plant. One, said assistant superintendent of water and sewage Scott Smith, is constantly under water while the other is allowing water from the surrounding property to drain into the sewage system.
To correct the issue, Scott and Johnson suggested running about 200 feet of 6-inch piping from the residence to tap it into a newer sewer line. The property is the only one still linked to the old sanitary line.
Then the two manholes will be plugged with concrete.
“The alternative to the tap would be to rebuild both of the manholes that exist,” said Smith. “And we still don’t know the condition of the line connecting those manholes. So to me the obvious thing to do is to run a tap to the new line, which probably should have been done when it was installed.”
The council gave approval for Andy Yoder, who placed the only proposal for the project, to carry out the work with costs not to exceed $3,700.
In other business, council members Dick Clutter and Agnes Schoch, absent Jim Timmons:
•Approved a bid of $23,500 by Schwartz Contracting Inc. for exterior updates to the fire station. The council also approved a bid of $2,975 by F&S Electric to carry out the electrical work associated with the project. The work will be paid for with low option income tax funds.
•Approved the purchase of a new police cruiser camera for $5,020 from WatchGuard Video. It will be paid for with the Geneva Police Department’s equipment funds.
•Approved the appointment of Lee Flueckiger to the park board.
