FORT RECOVERY — More improvements are coming to Community Park.
Village attorney and grants administrator Erin Minor told village council Monday night that Fort Recovery has been awarded nearly $16,000 in grant funds to install rubber safety surfacing and expression swings in Community Park.
The funds will come from the state’s NatureWorks Grant Program and will be used to put rubber surfacing around a play house at Community Park as well as the merry-go- round, Minor said.
The monies will also be used to purchase expression swings and put rubber surfacing around them.
“We are going to be doing that project next summer. It’ll be another addition to the Community Park,” Minor said.
The total project costs are estimated to be around $40,000. Minor said that total will mean village funds will be needed for the project and Fort Recovery may seek private dollars to help with the costs.
Meanwhile, village council heard an update on a current project at Community Park. Village administrator Randy Diller reported that asphalt work is completed on a recreation trail being installed at the park. He added that crews from Tom’s Construction are about two-thirds of the way around the trail with the necessary dirt work.
He expects concrete work related to the trail to be completed today or Wednesday and said Tom’s Construction will finish up dirt work later this week, completing their work for the fall.
Tom’s will come back in the spring to complete seeding and complete any necessary touch ups, Diller said. The village is also working to put lights up around the trail.
Diller said the trail will be usable throughout the winter.
Following Diller’s update, council approved paying a draw request of $99,882.57 for costs on the project.

•OK’d a series of resolutions, which amend 2016 appropriations, transfer $7,000 from the village’s sewer user fund to its reserve fund, advance $25,000 from the general fund to trail grant fund and transfer $70,000 from the general fund to the sewer improvement fund.
•Approved an ordinance stating the services the village will provide to 8.73 acres along Sharpsburg Road in Gibson Township that are proposed to be annexed. Minor said the services will be the same that other village residents are offered.
•Passed an ordinance for a second reading that would allow the village to levy assessments on property owners along Elm Street where the village recently installed curbs and sidewalks.
•Authorized awarding a $125,587.60 contract to Shinn Brothers Inc. of Celina for a project to extend utilities along Sharpsburg Road.
•Authorized Mayor Dave Kaup and fiscal officer Roberta Staugler to execute a lease agreement with Mitch Hemmelgarn for 13 acres of tillable farm land near the village’s wastewater lagoons. Hemmelgarn has been farming on the land for eight years, Diller told council. His bid was the only one the village received. The lease will run for three years, beginning Jan. 1, with an option for the village to extend the lease for an additional two years.
