County signs billing contract

Billing for the county’s emergency medical service will be outsourced to a Michigan firm, and two clerical positions will be eliminated, Jay County Commissioners decided Tuesday.

The change had been recommended by Jay Emergency Medical Service director Eric Moore in an effort to reduce costs and improve billing efficiency.

When Moore ran the proposed change past the Jay County Council earlier this month, he encountered little support.

But after consulting with county attorney Bill Hinkle, commissioners determined that county council action was not necessary, since no additional expenditures are involved.

Approval came after AccuMed, based in Riverview, Michigan, agreed to allow the county to opt out of a five-year contract after two years if commissioners are not satisfied with the arrangement. Hinkle told commissioners he had researched the firm and found it has an excellent reputation in its field. AccuMed will receive 6 percent of all billings as its fee.

Approval of the AccMed contract was unanimous.

The commissioners also gave unanimous approval to the purchase of four Microsoft Surface tablets which will be placed in JEMS ambulances and will be compatible with AccuMed’s software.

Cost of the tablets and software is approximately $6,000 the first year and $4,000 per year after that for updates.

In other business, commissioners Doug Inman, Mike Leonhard and Chuck Huffman:

•Suggested Portland Mayor Randy Geesaman develop a list of properties on the delinquent tax sale list that the city is interested in acquiring as part of a blight removal project.

•Renewed insurance coverage for Jay County Retirement Center for one year with Hastings Mutual.

•Received the 2016 activity report from the Jay County Sheriff’s Office that showed 340,587 miles driven, 2,632 traffic stops, 410 accident investigations, 513 criminal arrests, 1,050 male prisoners processed through the jail and 478 female prisoners processed
