Felony arrests
OWI
A Portland man was arrested Tuesday night for operating a vehicle while intoxicated, endangering a minor. It was his second offense in fewer than five years.
Brian J. Stephen, 30, 101 S. Pierce St., Apartment 3, was arrested on preliminary charges of operating a vehicle while intoxicated endangering a minor, a Level 6 felony, and operating while intoxicated with a previous conviction, a Level 6 felony.
He was arrested after Portland Police Department received a call about a suspicious vehicle. A police officer then allegedly observed him driving left of the center line and turning improperly. Stephen’s previous arrest for operating while intoxicated occurred in November 2013.
Stephen was booked at 10:03 p.m. into Jay County Jail and is being held there on a $13,000 bond.
Parole violation
A Dunkirk man was arrested Tuesday on a warrant for violating his parole.
Justin S. Stephens, 28, 9920 W. 200 S., was arrested on a bench warrant for probation violation on original charges of two counts of battery, a Class C felony.
He was booked at 2:12 p.m. into Jay County Jail and is being held there on a $10,000 bond.
Failure to appear
A Portland man was arrested Tuesday afternoon on a warrant.
Douglas E. Henry, 50, 1237 N. U.S. 27, Lot 9, was arrested for failure to appear. He had previously been charged with possession of a syringe and possession of cocaine, narcotics or methamphetamine, both Level 6 felonies, and for driving while suspended, a Class A infraction.
He was booked at 4:13 p.m. into Jay County Jail and is being held there without bond.
