FORT RECOVERY — While one utility rate is headed for an increase in April, local residents will see some savings on another by the end of the year.

Village administrator Randy Diller informed Fort Recovery Village Council at its meeting Monday that a new 29-month contract that will go into effect in November will result in a 70-cent per kilowatt hour rate decrease for electrical service. That news came after council approved on second reading ordinances to increase water and sewer rates over the next five years.

Council also approved new rules for golf carts and accepted the annexation of just over 5 acres along Ohio 49.

Diller told the council that the village’s original contract for utility aggregation is set to expire at the end of October. By signing a new contract with energy company Dynegy that will bundle Fort Recovery with about 20 other municipalities, residents will have a rate of $5.29 per kilowatt hour. Their current rate is $5.99.

“If you look right now, in the apples-to-apples comparison, it’s a pretty good price. In fact, you can’t find that price anywhere,” said Diller. “So, the aggregation program is working the way we hoped and generating some better rates …”

The 29-month period will bring the village in line with the expiration dates of all of the other municipalities involved in the group. Fort Recovery first entered into aggregation agreements for electric and natural gas service in 2014.

Meanwhile, council members Scott Pearson, Erik Fiely, Dave Bretz, Dave Garman, Al Post and Cliff Wendel approved on second reading gradual increases to the village’s water and sewer rates. The changes would see water rates increase by $3.50 and sewer rates by $1.50 by 2021. The first increases — $1 for water and 50 cents for sewer — are slated to take effect April 1 following council’s approval on third reading at its March 20 meeting.

Also approved was an ordinance laying out new rules for golf carts to be used in the village.

Carts must be inspected by local police using a checklist provided by the State of Ohio. For carts that had been previously inspected in Fort Recovery, the fee for re-inspection will be waived for 2017. After that, the fee will be $20. The fee for new inspections will remain at $50, and the fee for inspections of carts that have already been inspected in other municipalities will be $20. (Under the new state regulations, out-of-state golf carts may not be used in Ohio.)


The only change from the rules discussed at the previous meeting was the addition of a $5 fee for residents in need of a replacement sticker.

Council members also accepted the annexation of 5.165 acres along Ohio 49 in Gibson Township on the south side of the village. That land will officially become part of Fort Recovery on April 5 after a 30-day waiting period.

The annexation of another chunk of land — 8.732 acres on the south side of Sharpsburg Road across from Fort Recovery Elementary/Middle School — will become official Wednesday. And the annexation of property along First Street near Wabash Road is slated to come before the council for approval at its April 17 meeting.

Diller noted that the extension of village utilities to the annexed area along Sharpsburg road is slated to begin with sanitary sewer lines this week.

In other business, the council:

•Established a fund for its $40,000 Ohio Bureau of Worker’s Compensation Grant that will be used toward buying a hydro excavator and then amended appropriations for that purchase.

•Heard from Diller that he hopes to have final plans for the William Street Reconstruction project by the end of the week.

•Transferred $10,000 to the sewer improvement fund from the general fund.

•Heard from Diller that plans for signs along the Community Park recreational trail will be presented to park board at its meeting next week.

•Was reminded that the Fort Recovery Chamber of Commerce awards banquet is slated for 7 p.m. Sunday in the elementary/middle school auditeria. A social hour will begin at 6 p.m.
