REDKEY — The town’s 2018 budget was approved on first reading at Thursday night’s council meeting.

The estimated $534,577 advertised budget went up by about 8 percent from 2017’s advertised budget of $494,575.

Council also accepted the resignation of a town police officer, approved work to repair streetlights throughout downtown, heard an update from Mitch Hansel of Fleis & Vandenbrink Engineering and heard from Pastor Randy Davis of A Better Life – Brianna’s Hope.

During voting for the budget, Charles “Red” Coons and Dave Dudelston abstained because of their membership in Redkey Fire Department. The town’s budget will be voted on a second time at council’s Oct. 19 meeting.

Redkey Police Officer Monte Shrack submitted his resignation to council members. Council voted to approve the resignation, with Coons voting no and Dudelston abstaining.

Council also approved a proposal to replace 25 streetlights with new LED bulbs. Greg Current had proposed to either repair the existing streetlights or replace them with LED bulbs, which will have a lifespan of 50,000 hours.

Current and council agreed on a total cost of $3,975, including parts, labor and bucket truck rental, to replace the 25 lights. The work is expected to take a few days.

Mitch Hansel of Fleis & Vandenbrink updated council on the progress of the city’s sewer infrastructure work. He said the sewers are separated and Culy Contractors will begin lining sewer lines in November. The lining is expected to help eliminate 25 to 50 percent of the town’s infiltration from illegal and unknown hookups.

Hansel said the awarding of the town’s $75,000 Community Crossing grant funds means that the decision to hold off on paving and pay for additional lining had panned out as planned.

“We were able to add back in 90 to 95 percent of lining by shift resurfacing costs to the Community Crossings application,” Hansel said.

Redkey United Methodist Church pastor Randy Davis, founder of A Better Life – Brianna’s Hope, a faith-based addiction recovery group, also spoke to council about the organization’s success over the last three years.

Davis said there are now 20 chapters in 13 counties, with a new chapter set to open on Nov. 7 in Celina, Ohio. The group has funded treatment, including detoxification, therapy and transitional housing, for 405 people, and expects to have 25 chapters by the end of the year.

“The battle still continues,” Davis said.

Council donated $300 to the group.

In other business, council:

•Approved the purchase of a $2,448 transmission from Maximum Overdrive to repair a utility department 1999 Chevrolet truck.

•Heard a formal complaint from Dudelston about a Redkey Police Department vehicle being parked at Albany Fire and Police Station for more than an hour. Town Marshal Todd Miller said he would look into it.

•Rejected two water adjustment requests and approved one for Belinda Smith.

•Approved the purchase of four pallets of salt at a cost of $940.80.

•Approved claims totaling $591,335.26.
