After four months and an additional $2,500, the Sheller-Globe south building has a buyer.

Portland Board of Works held a public hearing Friday on the bids for the property ultimately selecting John Goodhew’s offer. The sale of the property, located at 510 S. Bridge St., has been in the works for several months.

The board also approved a contract with Choice One Engineering to root out the cause of sewer flow issues on the city’s southeast side.

The board opened four bids for the Sheller-Globe property in December, and in January preliminarily selected a bid of $50,000 from Goodhew, who owns Goodhew’s Roofing and Metals.

The transaction then went before Portland City Council, which withheld approval because Goodhew’s bid was below the $52,163 assessed value of the property. The other three bids were from Hopkins Global LLC for $80,000, TJ’s Concrete and Excavation for $60,500 and TJ’s Bicycles & Mopeds Sales for $60,000.

Because of concerns about the legitimacy of the process, the board rejected all bids and restarted. It received two new bids for the property at its March 7 meeting.

Goodhew resubmitted his bid, offering $52,500, and Tim Miller of TJ’s Bicycles bid $156,050.50.

At their Friday meeting, board
of works members Bill Gibson, Jerry Leonhard and Portland Mayor Randy Geesaman selected Goodhew’s bid. The decision was based on 14 criteria laid out in the bid specifications, Geesaman said, including the requirement to bid no less than $52,163, a business plan including renovations, a check for 10 percent of the bid and a performance bond.

Miller’s bid was rejected because it did not meet the specifications.

Goodhew plans to manufacture roofing materials and carports at the site, provide job training and invest $750,000 to renovate the property. City council still has to approve the transaction before it can be finalized.

In 2011, the city finished separating storm and sewer lines in Steen Addition, which is located near Boundary Pike’s intersection with Floral Avenue. Geesaman said the lift station for that area has been malfunctioning and causing water backup. It is affecting Wind Rush Apartments, General Shanks Elementary School and homes in Steen Addition.

The board approved a contract with Choice One Engineering for $8,200 to determine the cause of the problem and its solution.

“What we would be doing would be going into sewers, installing some meters to monitor to flow to see where we can isolate certain mains that are above the normal realm,” said Ryan Lefeld with Choice One. “From there we can camera and kind of figure out what the true issues are.”

Also on Friday, the board also approved a water adjustment of $126.80 for Serena Lester, who lives in the east 100 block of Floral Avenue.
