Portland City Council members indicated Monday that they are open to approving requested street and alley changes.

Representatives from Ohio Valley Gas approached council about the possibility of making the north-south alley to the west of its Main Street site a one-way south alley. The change would allow the business to install a drive-thru window.

Conan Wallace, district manager for Ohio Valley Gas, explained that the drive-thru window is being considered as part of a variety of upgrades at the Portland office, including a new roof that was put on this summer. A final decision on whether to install it has not yet been made, but the company wanted to approach city officials gauge their willingness to modify the alley.

Council members indicated their support for making the change. Ohio Valley Gas will make a formal request if its drive-thru project moves forward.

Council also agreed in principal to a request from Steve Lambert for the city to give up Jackson Street, which amounts to little more than an alley that runs south from Reed Street between Massachusetts and Pittsburg avenues on the city’s southeast side. Giving up the street would give Lambert the ability to build a new garage in compliance with the city’s zoning regulations.

City attorney Bill Hinkle will be asked to draft an ordinance vacating the street.


Council members also set the city’s residential trick-or-treat hours for 6 to 8 p.m. Oct. 31. Jay County Chamber of Commerce’s merchant trick-or-treat in downtown Portland will run from 5 to 7 p.m. the same day.

In other business, council:

•Approved payment of claims totaling $1.07 million.

•Signed an interlocal agreement indicating their intent to work cooperatively with other municipalities and the county to select Stellar Communities projects if the Jay! Region receives the designation.

•Heard Mayor Randy Geesaman reported that Culy Contracting of Winchester has cleaned out a 24-inch sewer line under Meridian Street — from Votaw Street to the Salamonie River — and noted that it would only need minor repairs to be put back into use. It has been closed off for about 20 years but could be put back into use in conjunction with an Indiana Department of Transporation project scheduled for 2021. Geesaman said will forward the information from Culy to INDOT for review.

•Set fall clean-up week in the city for Oct. 14 through 18.

•Heard Geesaman thank IU Health for painting and other work at Milton Miller Park as part of the organization’s day of service that was held last month.

•Was updated by council member Janet Powers that the flashing light along Water Street near East Elementary School is still not working properly. Geesaman said he will contact INDOT again about getting the light fixed.
