One long-term project is out of the way.

Local officials hope to nail down a key component of another next month.

Portland Board of Aviation on Wednesday received the finalized version of its airport layout plan to put on file and discussed plans to meet with Federal Aviation Administration and Indiana Department of Transportation representatives in October about the first phase of the runway extension design.

The airport layout plans had been in process since late 2014. It details the state of the Portland Municipal Airport now and lays out priorities for future capital improvements. The top priority on that list is extension of the runway to 5,500 feet from the current 4,000. That process is slated to be complete by the end of 2021.


Other potential improvements include expanding the terminal apron, adding a wildlife control and security fence and building a new hangar.

City of Portland officials and representatives from Butler, Fairman and Seufert, the airport’s engineering firm, plan to meet with representatives from the FFA and INDOT on Oct. 16 during the Aviation Indiana conference in Michigan City.

On the agenda will be finalizing the design for phase one of the layout extension.

Plans call for bidding on the first phase of the extension to be held in the spring, with construction to follow later in the year. The second phase is targeted for 2021.

The project was first floated in 1999. It received FFA approval in 2015.

“After all these years, we’re ready to make it happen in 2020,” said Mayor Randy Geesaman.

Also Wednesday, the board approved several projects and purchases, including $30,275 for A. Landon Excavating to install a new concrete pad for aircraft parking at the southeast corner of the hangars. The board also approved Landon to fill nearly 900 linear feet of cracks in asphalt at a cost of $980.

Also OK’d was the purchase of a power washer from Koenig Equipment at a cost of $989, It will be used to clean tractors, mowers and other airport equipment.

In other business:

•Welcomed Clyde Gray as the new member of the aviation board. He takes over for Dick Baldauf, who resigned following the July meeting.

•Agreed to renew a two-year hangar lease with Sonrise Aviation with no changes. The contract is up at the end of September.

•Heard an update from Matt Simmons, filling in for airport manager Hal Tavzel, that several projects have been completed at the facility. They include repairs to an overhead door and the airport’s weather reporting system, electrical work for the fuel tanks and concrete work at the east end of the hangars. Ohio Valley Gas is in the process of installing a gas line to the airport.

•Learned from Simmons that the airport sold 6,080 gallons of fuel in August for $25,368.43. That’s up from last year’s August total of 5,589.37 gallons.

•Paid claims totaling $10,920.54.
