It’s official: nearly $650,000 worth of street paving will begin in Portland this summer.

Portland Board of Works at its meeting Friday awarded a $648,850 bid to Milestone Contractors to pave nine streets in Portland. The vote comes about 10 days after the Portland-based contractor opened as the lowest bidder for the project, which will be mostly funded by the Indiana Department of Transportation.

The board also awarded a $97,466 contract to Wessler Engineering Inc. to oversee the repair of a sewer line under Meridian Street.

Milestone’s bid came in at less than 72% of the estimated $932,852 it was projected to cost to pave Portland streets.

“The savings were significant,” Portland Mayor John Boggs told the board.

INDOT will pay for 75% of the bill through Community Crossings grants, meaning the city will only have to pay around $162,212.50 for the project.

Milestone plans to pave Boston Street, Arch Street between Boston and Morton streets, Glen Street between Votaw and North streets, Hayes Street between Water and Votaw streets, Main Street between Meridian and Middle streets, Green Park Drive, Middle Street, and High and Race streets between Meridian and Park streets.

Fort Wayne-based Brooks Construction was the only other contractor to bid on the job with a bid of $671,850. Brooks Construction was awarded paving projects in Redkey and Dunkirk that are also mostly funded in Community Crossing grants at city and town meetings Thursday.

After weeks of discussion, the board voted to award a contract to Indianapolis-based Wessler Engineering to design the repair of 18- and 24-inch sewer lines under Meridian Street from Race Street to the Salamonie River.

The project is designed to help alleviate downtown flooding.

The engineering firm will also be looking to redirect Meridian Street inlets between Race and Walnut streets so that water will drain into Meridian Street sewers instead of into Millers Branch, which has a tendency to flood in high water situations.

Wessler Engineering will be paid to survey the area, design the project and perform administrative tasks such as drafting and submitting a right-of-way permit to INDOT and assisting with advertising bids for the project’s eventual construction.

The board was supposed to vote on the contract at its June 5 meeting but tabled it over concerns of the cost. Board members then met with the engineering firm, which lowered the price of its bid by $8,000, board member Jerry Leonhard said.

In other business, board members Steve McIntosh, Leonhard and Boggs:

•Promoted Jessica Wagner, Ridgeville, from a part-time dispatcher to a full-time dispatcher at Portland Police Department. Wagner started as a dispatcher in August and is replacing Mindy Stephenson, who left the department to work in Delaware County.

•Voted to chip-and-seal the driveway of Red St. Myers at 1313 Blaine Pike, Portland, to settle an easement dispute.
