An updated cost estimate is now available for Portland Municipal Airport’s multi-million dollar runway extension.

Katie England of Butler, Fairman and Seufert, the airport’s engineering firm, told Portland Aviation Board at its meeting Wednesday that paving and lighting, the second phase of the runway project, is estimated at $1.4 million.

Adding that with the estimated $2,398,762 cost for phase one of the project — grading and drainage — brings the total up to nearly $3.8 million in estimated construction costs. Once the project is complete, Portland’s current 4,000-foot runway will be extended to 5,500 feet, allowing for larger planes to land at the airport.

The cost, as always, is subject to change.

The projected cost for phase one of the project, for example, was about $600,000 less than the original budget proposal because HIS Constructors had a bid much lower than the estimated cost.

England said the cost of phase two of the project will likely be more costly for the city despite its smaller price point because the federal Coronavirus Aid, Relief and Economic Security (CARES) Act only required the Federal Aviation Administration to fund 100% of projects in the previous fiscal year.

So, when it comes time for the FAA to award grants for the second phase of the project, England’s firm is expecting the grant will be under the traditional 90-5-5 split in which the FAA pays for 90% of runway paving and lighting and Portland and Indiana Department of Transportation each pay for 5%.

Preparing for an INDOT deadline in February, England provided the board with a draft of the airport’s capital improvement plan.

The plan, mostly unchanged from previous years, has to be finalized and approved by the board in January so it can be submitted by the deadline.

Board members and airport manager Hal Tavzel discussed possibly adding upgraded LED lights to its runway as part of the plan. England agreed that such a project would be beneficial to the airport. She said the cost for LED lighting was estimated at about $475,000 at Elkhart Municipal Airport, another client of Butler, Fairman and Seufert.

In other business, board members John Lyons, Clyde Bray, Faron Parr and Mitch Sutton signed off on two documents — a pre-application for phase two of the runway extension and a document listing the FAA grants currently approved to be awarded to the airport — to be sent to the FAA. England explained the pre-application is basically the same as the final application set to be sent to the FAA next spring minus the contractor’s bid. She added that bids are expected to be posted for the million dollar project in the spring.

Regarding the grants, England said the airport has received three recently from the FAA — one for her firm to design the runway extension project, another for grading and drainage and a $30,000 CARES Act grant the airport received for operational costs.
