Portland Aviation Board preliminarily agreed Wednesday to allow an Indianapolis contractor to begin construction on Portland Municipal Airport’s 1,500-foot runway extension, if funds become available.

The contract is contingent on millions of dollars in Federal Aviation Administration funding being awarded to the airport in the next nine business days before the end of the fiscal year.

So far the FAA has only committed $341,623.

The rest isn’t likely to come until next year, as the FAA has already awarded all of its project funding for this year according to Jason Clearwaters of Butler, Fairman and Seufert, the airport’s engineering firm.

Clearwaters encouraged board members to keep their fingers crossed for the FAA to somehow award the rest of the needed money to begin construction, but he also isn’t counting on it.

Nevertheless, the board approved an agreement with HIS Constructors Inc., which was the lowest bidder for phase one the airport’s runway extension to 5,500 feet from the current 4,000 feet at $2,398,762, just in case FAA funding comes through.

The measure allows work to begin on the runway without the board having to meet again if FAA funding were to be granted.

Though the airport is likely to receive the $341,623 already committed from the FAA, it cannot secure that money until an independent evaluation of Butler, Fairman and Seufert is completed.

It’s late notice and the FAA wants it done sooner rather than later, Clearwater said, but the evaluation is fairly common and makes sure the firm isn’t overcharging the city, he added.

The board approved the $3,500, 100% of which is to be reimbursed by the FAA, needed for the study. That study is set to be completed by Kentucky-based FOH engineers by the end of the week.

In other business, board members John Lyons, Clyde Bray and Faron Parr, absent Mitch Sutton:

•Learned that Indiana Department of Transportation's airport division performed its annual inspection of the airport and signed off on another year of operation.

•Paid annual dues of $110 to Jay County Chamber of Commerce.

•Heard from Lyons that he is gathering quotes for the construction of a driveway on the east side of the airport. He is also exploring possible replacements for the airport’s sign, which was recently struck by a driver while they were driving on U.S. 27.
