Jay County is READI. It’s also hoping for some HELP.

Most of Tuesday’s Jay County Development Corporation board meeting involved updates, including on the state’s READI and HELP programs.

JCDC executive director Travis Richards told those in attendance — not enough members were present for a quorum, so no votes could be taken — that East Central Indiana’s application for the Regional Economic Acceleration and Development Initiative (READI) program was turned in at the end of September. The initiative is an effort by the state government to “to promote strategic investments that will make Indiana a magnet for talent and economic growth.” The state has set aside $500 million for the program, with a maximum of $50 million for a region. Jay County applied for the program in partnership with Blackford, Grant, Randolph, Delaware, Wayne and Henry counties.

Richards also noted that Jay County’s application for Indiana’s Hoosier Enduring Legacy Program (HELP) was completed last week. A new initiative from the Indiana Office of Community and Rural Affairs, it aims to assist communities with planning for the use of federal coronavirus relief funds received through the American Rescue Plan Act. Communities selected for the program can receive up to $1 million in matching funds from the state to be used toward projects.

Also Monday, Richards updated board members on various projects, noting tax abatements for new equipment or expansions at Joyce Dayton, Priority Plastics and Fisher Packing. He also mentioned progress toward the expansion of the U.S. Aggregates stone quarry and continued steps being taken toward CB Development’s planned condominium project at the intersection of Indiana 67 and county road 75 South.

He also gave the board a rundown of Saturday’s inaugural Launch Jay entrepreneurial pitch competition, which was won by Bizy Dips.

The board’s next meeting, which will include elections and review of the budget, is 4 p.m. Nov. 2.

In other business, the board:

•Learned Jay County Fair Board will host a pancake, sausage and egg all-you-can-eat breakfast from 7 to 11 a.m. Saturday in the Women’s Building at Jay County Fairgrounds. The cost is $10 for adults and $5 for children.

•Was reminded Pennville Pumpkin Festival is scheduled for 11 a.m. to 4 p.m. Oct. 16 at Pennville Park. Pennville Volunteer Fire Department will hold its hog roast in the evening.

•Received a positive audit report from accounting firm Bollenbacher and Associates.

•Was reminded that the inaugural Cruis’n the HoliJay Lights at the Fairgrounds is scheduled to begin Nov. 19. Decorating spots are available by calling (260) 729-3648.
