Portland Mayor Jeff Westlake smiles Tuesday while presiding over his first Portland City Council meeting. During the meeting, the new mayor announced that he had made changes in leadership of two city departments, naming Dustin Mock as the new police chief and Matt Shauver as the new superintendent of the street and parks department.
