Trash Toters sit along an alley on the east side of Portland this morning. Portland City Council on Tuesday discussed Mayor Jeff Westlake’s proposed amendments to the city’s trash collection ordinance. Council members expressed support for bringing back spring and fall clean-up days but were not convinced that it would be a good idea to allow bagged trash in addition to the Toters. Council members plan to revisit the ordinance at a future meeting. (The Commercial Review/Ray Cooney)
