Notification bill advances
State Rep. J.D. Prescott’s House Bill 1012 that would require property owners to be notified following a motor vehicle accident on their property unanimously cleared the House Veterans Affairs and Public Safety Committee with one amendment Tuesday.
HVAC update approved
Fort Recovery School Board OK’d entering into an agreement Monday with Garmann Miller of Minster for a heating, ventilation and air conditioning (HVAC) project at Fort Recovery Elementary-Middle School.
City seeks building transfer

Woman who died in Christmas fire has been identified
The woman who died in a fire on Christmas Day has been identified. Shirley M. Green, Portland, was found dead in her home at Oakwood Manufactured Home Community. Jay County Coroner’s Office received DNA results Tuesday from Indiana State Police Laboratory confirming Green’s identity, according to a press release.
City agrees to $$ for JCDC
During its first meeting of 2025 on Monday, Portland City Council agreed to pay its $50,000 allocation to JCDC in two payments — one in January and the other in July.
FR approves street lighting agreement
Council authorized village administrator Randy Diller to sign a five-year contract with Miami Valley Lighting of Dayton, Ohio, for continuing to use its street lights across the village.
Finances are strong
School finances have continued to show growth. The Jay School Corporation Board of Finance on Monday received its annual report showing the education and operations funds with balances of $8.2 million and $6.4 million, respectively.

AgBest Express of Dunkirk was named the CountryMark Retail Station of the Year for 2024.
Board splits on requests
Portland Board of Works during its first meeting of 2025 on Thursday agreed to reimburse a resident for plumbing work related to a disconnected sewer line. It denied a request from a downtown business owner to extend a water line.
